Job Description

Director of Maintenance - REACH Air Medical Services

Position Summary:

The Director of Maintenance is accountable for the comprehensive delivery of aircraft maintenance services across the organization. This includes the design, development, and implementation of short-term, intermediate and long-term operational plans in the context of REACH vision and mission.

Essential Duties and Responsibilities:

Maintenance Department

  • Responsible for ensuring that REACH Air Medical Services, LLC aircraft are maintained in accordance with 14 CFR 21, 43, 91, 133 and 135 and in full compliance with REACH policies and procedures as well as the original equipment manufacturers (OEM) Aircraft Maintenance Manual (AMM).
  • Develops and drives the overall strategic vision for the maintenance department as well as leadership of staff, mergers, new base openings, and other related projects with high-impact on staff and resources within the department.
  • Responsible for cross-disciplinary liaisons and the creation of the technical and process support systems that provide critical, timely information to operational personnel regarding aircraft status across the organization; including but not limited to out-of-service, maintenance forecasting, maintenance reporting and schedule optimization.
  • Proactively mentors the Maintenance Management team to resolve production, personnel, and process issues.
  • Supports all company efforts in the development and implementation of Safety Management Systems (SMS) and all FAA voluntary safety programs.
  • Maintains close partnerships with the FAA PMI and PAI of the CHDO to foster a productive and transparent relationship.
  • Accountable for ensuring that all Aircraft Maintenance Technicians (AMTs), whether Company employees or contract labor, meet all regulatory and Company requirements for experience, training, and certification, prior to performing maintenance on a Company-owned or Company operated aircraft.
  • Oversees acquisition of all parts and supplies for the Maintenance Department to ensure compliance with applicable FAA regulations and REACH Air Medical Services, LLC policies and procedures.
  • Serves as the primary point of contact for vendors and manufacturer’s technical representatives on service-related issues.
  • Supervises the development, implementation, and revision of maintenance-related company policy and required FAA procedural manuals.
  • Ensures appropriate documentation, records and logs are completed and maintained for all aircraft maintenance activities.
  • Ensures compliance with aircraft weight and balance requirements including aircraft weight and balance records.
  • Manages the MEL/NEF Management Program ensuring timely repair of deferred items in accordance with the MEL/NEF Management Program contained herein.
  • Responsible for oversight of all REACH Air Medical Services, LLC maintenance locations are properly equipped and maintained in accordance with regulatory requirements and standard maintenance practices, to include tools, equipment, and current technical data.
  • Evaluates the capabilities of outside suppliers and vendors to accomplish maintenance. Supervises and evaluates such work.
  • Ensures accomplishment of all Company sponsored and outsourced mechanic training, including initial and recurrent.
  • Oversees internal audit systems to ensure compliance with REACH standards and Federal regulations throughout the maintenance department.
  • Measures and reports QA performance statistics and develops strategies for continual improvement.
  • Develops and utilizes maintenance performance metrics to effectively plan and execute maintenance schedules and ensure on-time deliveries.
  • Accountable for the Quality Assurance/Chief Inspector functions and responsibilities.
  • Accountable for the Maintenance Control functions and responsibilities.

General Management Responsibilities

  • Responsible for timely completion of all maintenance department staff appraisals; participates in peer review appraisal process with other REACH management staff.
  • For maintenance department staff, responsible for managing disciplinary action according to established policies including counseling, written reprimands, and suspensions; makes recommendations concerning promotions, demotions, and terminations.
  • Responsible for consistently and equitably executing established Company policies within areas of management responsibility, and for recommending appropriate modification, deletion or development of policies such that the mission of the Company is best fulfilled.
  • Acts as liaison between the FAA and REACH for maintenance activities.
  • Serves as a role model to maintenance personnel in the performance of quality aircraft maintenance in a timely and appropriate manner. Conveys to all maintenance personnel the importance of serving the Company’s primary mission.
  • Responsible for providing strategic vision and support to the Asst. DOM and other Managers for leadership of staff, mergers, new base openings and other projects that have high impact to staff and resources within the department. Proactively mentors the Maintenance Management team to resolve issues in these areas.

Fiscal Management

  • Directs the preparation of the annual maintenance department operating and capital budgets and variance analysis.
  • Monitors monthly expense trends and actively seeks out opportunities to deliver high-quality services at the lowest reasonable cost.
  • Coordinates with the Finance Department for the development of statistical and financial reports required for the management of the maintenance department

Quality Management

  • Contributes to the development, implementation and evaluation of a quality improvement program designed to measure and ensure staff satisfaction, customer satisfaction, cost-effectiveness of the service, and program safety.

Other

  • Contributes willingly, effectively and efficiently as a team member in accomplishing the stated goals of the organization.

 
Job Requirements

Job Requirements and Qualifications:

  • Valid Airframe and Powerplant (A&P) certificate.· Meets the qualifications for Director of Maintenance as defined in FAR Part 119.71.
  • Highly knowledgeable of Federal Aviation Regulations, and of EMS aviation practices and requirements.
  • Seven (7) years of aviation maintenance experience; minimum three (3) years helicopter maintenance experience.
  • Five (5) years of progressive supervisory experience and/or demonstrated management skills.
  • Maintenance experience on the AS350, EC130, Bell 407, EC135, EC145, PC12, and King Air 200 aircraft preferred.
  • Inspection Authorization (IA) certificate, or IA eligible with commitment to obtain within one (1) year of date of hire.
  • Capability and eagerness to manage Company maintenance activities as required, supporting round-the-clock operations.
  • Demonstrated ability to communicate clearly and concisely, both verbally and in writing.
  • Ability to maintain tact and diplomacy in communicating with management and staff at all levels in high stress situations.
  • Mathematical ability to assist in preparing annual budgets and monitoring fiscal activity.
  • Basic computer skills (word processor, spreadsheet).
  • Bachelor’s degree or equivalent knowledge and experience preferred.
  • RAMCO software knowledge preferred

Physical Requirements:

While performing the duties of this job, the employee is frequently required to do the following:

Environmental Conditions:

Entails exposure to the following environmental conditions:

  • Constant exposure to routine office noises, such as office machines, conversations, foot traffic; moderate electrical or mechanical hazards.
  • Some exposure (less than 1/3rd) to loud aircraft noise, moving mechanical parts, fumes, toxic chemicals, airborne particles, risk of electrical shock.
  • Traveling by air or ground may be required.

Reporting Relationship:

The Director of Maintenance reports to the West Region Air COO. Direct reports include all sub-level managers in the Maintenance Department.
